See Victoria's Times-Colonist newspaper 9 & 10 April 1981 for descriptions of this "instant" settlement - the largest municipality in the province at 150,000 hectares, constructed to service coal development & export from Denison and Teck Corporations mine sites. "Nowhere else in North America has crime prevention through environmental design been applied to the development of a whole new town...." (Times-Colonist 15 November 1981)
