See Victoria's Times-Colonist newspaper 9 April & 10 April 1981 for descriptions of this "instant" settlement, constructed to service coal development & exports from Denison and Teck Corporation's mine sites. "Nowhere else in North America has crime prevention through environmental design been applied to the development of a whole new town...." (Times-Colonist 15 November 1981).
